Description:
Dear Bidder, The International Labor Organization (ILO) will contract technical assistance to support the Ministry of Labor, Employment and Social Security (MTESS), through SINAFOCAL, in the participatory formulation and tripartite validation of the National Dual Training Strategy 2026-2030 for Paraguay. The consultancy will continue the technical assistance provided by the ILO in 2025, which made it possible to analyze the regulatory and institutional situation of dual training, formulate recommendations and propose a roadmap to move towards an articulated, progressive and sustainable national model, inspired by Recommendation no. 208 of the ILO on quality apprenticeships. The work will include a background check, a synthetic diagnosis updated, the methodological design of the participatory process and the formulation of a National Strategy with vision, objectives, strategic lines, governance mechanisms, roadmap, linkage with companies, role of tutors, indicators and monitoring system monitoring and evaluation. The expected result will be a final proposal for a tripartitely validated National Dual Training Strategy 2026-2030, with an implementation matrix and recommendations for its institutional adoption, in coordination with an assistance complementary technique aimed at the design of legal instruments to consolidate dual training in Paraguay.Send your proposal before the specified deadline.Thank you.
