- 1. BackgroundA low greenhouse gas (GHG) emission development modelis a necessary part of a broader sustainable development strategy. Low emissiondevelopment can spur economic growth through innovation and widespreaddeployment of new technology, creating employment opportunities, and leading tobetter environmental outcomes. Countries aiming for reducing emissions mustplan for decarbonization with minimal economic impacts. Several developedcountries have shown that it is possible to grow their economies while reducingGHG emissions. But with fossil fuels and carbon-based technology so closelyknitted into the economic fabric of most countries, only with a concerted planto transition to a low emission economy will countries be able to achieve a loweremissions future.Under the Paris Agreement, countries are encouraged toset ambitious Long-Term Low Emissions Development Strategies, or Long-TermStrategies (LTSs). An LTS describes a pathway for a country to transition to alow emission economy in a timely manner consistent with the global target tolimit global warming to 1.5°C, build climate resilience, avoid costly strandedassets, and facilitate an orderly transition for all sectors of the economy andsociety. An LTS can also serve as a key reference for development planning,policy reforms and investments, and guide the formulation of updated emissions reductionscommitments, or nationally determined contributions (NDCs). Importantly, LTSsshould define practical short- to medium-term targets and actions for key sectorsto enable implementation and achieve a long-term target.Paraguay is committed to formulating a Long-TermStrategy (LTS) to address climate change and sustainable development. Effectiveinstitutional coordination is essential for the successful development and implementationof the LTS.
